So there are a number of points to consider before telling someone off to see if and how it can be effective and proper. There is a beautiful medrash quoted in a maamar of the Previous Rebbe that makes this point and describes how.
However, on the receiver's end, i think there are two issues one would be rebuked about. One is an area which the individual is aware of and it's just that the yetzer hara gets the best of him, this is where I think many precautions would need to be taken , especially nowadays, it has to be the right person who is a dear friend etc.
Then there is a second area, which I would imagine shouldn't need as many precautions, and that is when there is a flaw which the person is unaware of. Here, the resistance should be far less because it's not intentional, it's similar to someone calling the attention of someone's collar that needs to be fixed.
Though, still people resist attention on a flaw about themselves regardless of if it's intentional, but I believes this is what the hayom Yom calls for, that we should work on ourselves to get our yeshus out of the way, because ultimately it's for our own benefit and will help us be the best version of who we are meant to be!
